The book is the White Goddess by Roberts Graves. It's also called the White Goddess: A Historical Grammar of Poetic Myth. Graves writes, "She carries a Rowan wand from which the sun radiates, dried Rowan berries entwine Her wand and decorate Her neck. "

To the best of my knowledge the line doesn't come from a poem per se but from a book. The book is the White Goddess by Roberts Graves. It's also called the White Goddess: A Historical Grammar of Poetic Myth. That might be where the poetry reference comes from
