As the owner of several pets that have passed, I know that cats are quieter than dogs. Cats tend to make a small meow sound as they pass. Dogs may cry or howl, depending on what ailment they have had. If one is put to sleep by a vet, it is a very peaceful passing for them.

Pets that are humanely euthanized will exhale their last breath as they die which may come out as a whine or low cry. It is not a sound of pain.

I've seen a few animals in the process of dying because my parents were farmers. They tend to moan a lot and then the second right when they die they seem to stop making noise and give up.

It depends on what they are dying from. Oftentimes you can hear them gasping for their last breath, so that might be what you've heard about.
