What nightclubs in Boise are not so strict about requiring IDs?

Any club that wants to stay in business will be strict. If by some odd chance there was a place that people could get into while under the legal drinking age, they certainly wouldn't advertize this fact. Your best bet would be to find something else fun for your group to do this time. The wait will be short enough.
