Xbox Live Silver is a free version of the Xbox Live service. You can't play online multiplayer games though.You can still download content from the Xbox Live Marketplace and download games in the Xbox Live Arcade. You can also keep a friends list so you can chat and share your gamer profile and achievements.

XBox silver is a free version of the Live service. You can download games from the Marketplace, but you can not play others with Silver, only with Gold.

The Xbox Silver Membership is the basic/standard membership for online on the xbox 360. With this membership you can download demo games, see the news on the Xbox Marketplace and get updates. The negative part is that you can't play your games online in multiplayer. For that you will need to upgrade to Gold Membership which costs 40$/year.

There is no xbox silver, but there is an xbox live silver membership when you connect your Xbox360 to the internet. It allows you to purchase merchandise and view some content, but without a gold membership you are unable to play online multiplayer games or reach some other features that require a monthly or yearly payment.
