What is the statue of limitations for California penal code?

Ten years ago I was suspected of stealing from a neighbor, I would like to go back to the state but do not want charges brought aganist me.

There are different SOL for different crimes, and these all vary from state to state. There are several crimes that involve stealing. It is likely, however, that whatever potential charge there was, the SOL has expired two to five years after the event. Check the code for specifics.

If there was no summons sent for your arrest, i wouldn't worry about it. You will have to check the law books for this answer.

I don't have room here to address that. You need to go to your library or consult legal aide. The statute varies according to the crime, the county statutes etc.

You would have to check with a lawyer in that state to find out. The lawyer would know if you can come back or not.
