Each state has their own penal codes. But in California this code refers to armed robbery. And that is one of the most serious crimes. It could include guns, knives that sort of thing. But I would look it up to find out more about this particular code. When an office says 211 in progress that means a crime is happening.

As extracted from the California Penal Code, 211. Robbery is the felonious taking of personal property in the possession of another... against his will, accomplished by means of force or fear. A robbery is called with its section number to avoid misunderstandings.

I am not familiar with 211 robbery. I do not think this is a known type of robbery. It may be depending on what your state is. 211 could be referring the penal code possibly.
