To keep the thread taut, so that it does not get loose and then unravel from the machine or get tangled up. It keeps the thread tight so that it can continue to sew.

It's how tight or loose the thread is around the bobbin. If it's too lose, it will bunch up around the seams, but too tight it will pull the fabric.

I have searched in vain for ceramic stencils but I think you might be talking about ceramic decals which are used in many ceramics industries to add a picture to a ceramic item which is then glazed and the finished item can then be washed without the decal fading. I have also used ordinary stencils to decorate ceramic tiles.
