'Wild Hare' is known to Warner Brothers as the first Bugs Bunny. This came from the first cartoon of Bugs bunny from Merrie Melodies. 'Hair or hare' became the first of many puns in the Bugs Bunny Titles. Bugs Bunny has improved throughout the years but the basic 'look' is the same. This first cartoon was released in 1940.

There seems to be no concensus as to the origin of the phrase. Whether it refers to a rabbit (hare) or simply a "wild hair" is a matter of considerable debate. In general, the phrase refers to an urge to something out of character.
