You're probably thinking of "Sleepless in Seattle" with Tom Hanks and Meg Ryan from 1993. The two fall in love without ever seeing each other, and arrange to meet at the top of the Empire State Building on Valentine's Day. It's a remake of the 1957 Cary Grant film "An Affair to Remember", with a similar sequence.

At least two films had a couple meeting atop the Empire State Building, the first was An Affair to Remember and the second with an homage to the first was the Nora Ephron directed, Sleepless in Seatle.
