A presbyterian is just one of many denominations in the Christian religion that is part of the protestants (non-catholic christians) like the baptist, pentecoastal, methodist, lutherans, unitarians, anglicans... etc
The Presbyterian church is governed by elders (the minister is also an elder). A prebus is an elder. So it is not a doctrine but a practice of church governance.
