There is not necessarily a 'best' way, but in my opinion you should be in a situation where you are comfortable and with someone that you trust. Try to stay relaxed and control your breathing, and preferably pick a location where there's little chance of someone walking in on you!

When you meet someone that you really care about and who really cares about you, you will not have to wonder about how to make out. It will come naturally and you will not worry about the best way to make out, it will just happen. If there are not true feelings involved it will always feel forced and awkward.
