What is the best way to attach a tow dolly to a Camry?

To tow anything properly behind your car you need to install a hitch. This will make it easy to hook up to a trailer and will distribute the load evenly. A moving place should be able to recommend the appropriate style hitch.

There should be an area underneath the front bumpers in which you could attach and tow the Camry, most vehicles have this and would recommend to check underneath.

If you don't already have one then you need to get the appropriate type hitch for your car. Make sure it is weighted for the weight range you intend to haul and it is correctly install. The simply hook up to the hitch.

If you do not own a tow dolly and will be renting one you local UHaul will be able to attach a tow kit to your car. They will be able to determine the proper size hitch and will even rent you the dolly itself.

I am not sure you can attach a tow dolly to a Camry, but it would be best if a professional did it so you are sure it is right.

Frankly, it is not advisable. First, no tow hook at rear. Hook only found up front. Camry is not designed to tow.
