The best graphics software, in my opinion, is the Adobe Creative Suite software. This is expensive, though, so you may want to try GIMP, a free version of Adobe Photoshop.
If you need to have the best vector oriented graphics software, take inkscape. If you need to have the best non vector oriented software, take gimp. Both programs are free and have lots of communities on the web.
