Talking about the quality of graphics you can opt a good imaging software like photoshop where there are more inbuilt filters which will do your needs. There are independent filters which can be downloaded and used in these software. The existing filters can be used to adjust the picture quality

I'm usually using ImageMagick for graphic conversions. It's a free, scriptable and very fast image manipulating and converter package.

The best graphics conversion filter is gimp in my opinion, there are plenty of standard filters and you can make with skript-fu your user defined filters without any limitations.
