An apostille birth certificate is a birth certificate that has been authorized for use in foreign countries. The state issuing the certificate will declare the certificate to be authentic and the foreign country recieving the certificate can then use it as legal documentation for a variety of legal processes that require a birth certificate.

An apostille birth certificate is one issued for use in a foreign country. The apostille issue certifies that the document is authentic. Apostille birth certificates are required, for example, if you want to marry or adopt in a foreign country, of if you're employer transfers you to a foreign country.

It has to do with use in a foreign country. The country it's used in has to be part of The Hague Convention. Different seals are placed on the document showing it's been authenticated.
