The tiny brown bugs with bright silver rings you have seen crawling is called a silverfish insect. This bug also has a gray and silver or blue and silver coloring. They are nocturnal so you should be seeing them mostly at night. If they're seen on or around toilet seats they may be crabs. Google both in images for comparison.

They are likely crabs. I have heard tales of people catching all sorts of nasty venereal parasites from toilet seats. There is a cure but you just have to go see the doctor for the remedy. Crabs are nothing to sneeze at and are a very important disease that should be taken care of immediately.

It is usually called silver fish. They stay in books and notebooks and start eating them slowly. So the cupboards should be watched for and kept clean.
