Tiny red/brown bugs that jump are known as chiggers. Chiggers live in grass and do bite unprotected skin areas. Their bites may cause a minor rash.

They sound like fleas to me, especially if you have pets coming in from the outside. There are sprays to get rid of them but baking soda works well. It seems to dry them out and kill them. Sprinkle it over the areas they're in, let sit over night, and them vacuum it all up.
