Silver oxidizes. That means the uppermost layer of silver molecules joins with oxygen molecules. This is what makes silver tarnish. The oil from your skin will rub off a layer.
The silver on the ring is tarnished. The ring needs to be polished to remove the black. That, or the ring is not silver and was only painted silver with a cheaper black metal underneath.
