American Field Service (AFS) is an excellent student travel association. The students are placed in a school and are in constant contact with the local coordinator. It is very safe, and the students engage in multiple gatherings, activities, and trips to see the most of their local and national surroundings.

I have heard good things about STA. If she is in college I would check with the study abroad programs.
