White ink looks really nice at first but often fades to an off-white or yellow color. If you want to keep the nice bright white color you have to constantly get your tattoo retouched.

Tattoo inks have come a long way in the last 15 years, they look brighter, last longer, and many are fade resistant. Ask your tattoo artist what he recommends, he will know best. If one tattooist doesn't help you, go to the next one. Make sure they are reputable and sterile!

It's like any other ink just white. It is typically is used to add highlight to add dimension to a tattoo. If done correctly it looks really cool.
