Guys are pretty straightforward creatures. They don't usually have the complexity and layers of a woman, especially at school age. He is probably telling you exactly what he is feeling.

This incident you are talking about at school I am assuming it means he is keeping his options open by not giving you an immediate answer. Typically when a guy says I don't know, he is leaving you as one of his last options or is politely telling you that I am not interested.
