What does it mean when Internet Explorer says something is "forbidden"?

It means the page you tried to view is either available only for people, who know a certain password for it, or your computer's security tools block the page from you, because of the suspicious content of the page. It is not always just some web page that causes this message. Sometimes it occurs with online directories.

It's a security message. It means that the link you are following is trying to access a page to which you do not have permission to view. The website might require an account, or more likely, the page was probably set up incorrectly. It could also be an outdated link to a page that no longer exists.
