First, take the kitten to a safe environment. Next, call local animal control, animal shelters and rescues, and/or law enforcement to report the stray. If you wish to relinquish the kitten, one of these agencies should accept the animal. If you wish to keep the kitten, they will explain the legal procedure.

You should ask around the neighborhood to find out if anyone has lost a kitten. If not, take the cat to your local animal shelter, they will find it a good home. Kittens are very popular and will not spend long in animal shelters, especially if the animal is obviously fond of people.

The only thing you really can do is keep the kitten, or put up posters advertising to sell him, or if all else fails you will probably be forced into taking it to the nearest animial orphanage.

You can either take the kitten in to your home (make sure to get it checked out at a Vet!), or take the kitten to a shelter if you cannot keep it. If the kitten just comes around and seems to be doing okay, you can probably just adopt it as an outdoor cat and leave food out.

It may be possible, if you want to, to keep the kitten for yourself and raise it as a normal cat. Before you do this though you may want to take it to the vet to ensure that it does not have any infections of diseases. You will also want to check that the kitten has not been lost.

If you are thinking of keeping the cat, then take it to the vet to have it checked before keeping it in your home. Otherwise, a local animal shelter may take it in, but if you are worried about its safety make sure it's a "no kill" shelter.
