Where is the problem? There are many breeds like French Bulldogs , Rottweiler, Doberman , without or very, tiny tail. If trainer is rejecting your dog therefore -he needs psychological help himself.
Your dog having no tail has no real effect on his or her ability to learn commands properly. Any dog trainer should be able to train with no problems. Just do a web search for dog trainers in your area.
