That is usually "flea dirt" little specks that you can crush between your fingernails. It's caused by flea infestation, so I would get Frontline, or similar- you surely don't want fleas to infest your cat or your house, they carry disease and suck the blood out of your pet.

Most likley it is fleas, fleas lay eggs that look like little black specs. Mostly on the back of the neck and under the chin. You can treat it with a flee spot treatment
