Romantic proposals happen when it's a complete suprise. If it's a marriage proposal the one being proposed to shouldn't even know there is a ring. Do it in an unexpected place, not at dinner or a sporting event. It could happen on a trip or a special night out, such as under a fireworks display on the Forth of July.

The absolute most romantic are the ones that are unexpected and sincere. Make it different and include a place or things that means something to only the two of you.
