You can write it in the form of a letter, memo or report. If you decide to write it in the form of a project proposal, some guidelines to follow include the specific topic, your rough budget and timeline, the objectives for the project and an abstract of the writing. Be sure to write fluently.

You can discuss with literary agent for good ideas. Then write it in simple and attractive way and correct, if any mistake then repeat it, last we get good one.

Keep it short, include your idea in a way that the agent wants more, introduce yourself and close with an acknowledgement for their time and how to reach you.
