Prepare a video of yourself playing in games and running drills. Ask your coaches to contact their network of college officials to introduce you and send in the video.

Well as you already stated you play on a good team. This will help you alot. Scout's or recruiters aren't likely to go watch a bad high school team unless there's alot of buzz around a particular player. It also depends on the position you play. Recruiters are sent out with information regarding the positions a college team needs.

Make sure that your coaches are taping your games and getting your name out to newspapers and colleges. Otherwise, just stay in shape and keep playing hard.

Send in your tapes of you playing to the schools you are interested in, and hope that they come and scout you.
