Party City has a great seletion of costumes for a reasonable prices and they have both stores and online shops. There are also seasonal Halloween stores that pop up in strip malls depending on your location, but these are usually more costly and don't have sales.

Halloween Adventure. They have a ton of costumes, for babies, toddlers, kids, teens and adults. Their prices are affordable as well.
