Some inexpensive gifts could be a cup or glass with the year they graduated in filled with some homemade baked goods or candies. Maybe a journal and a pen.

There are teddy bears with the graduation hats with the years on them that are cute. Also, candy attached to the bears is a nice touch. Flowers and a graduation balloon wouldn't hurt, either. If you're completely broke, make her something like a card.
