Maybe go on a pub crawl, or visit a fun bar with trivia, or maybe find a club with a specific kind of music or dancing preferred by the birthday honoree. If they want to be a little sophisticated, then wine tasting or else beer tasting at a winery, brewery, sports bar or restaurant.

If you have the money, I suggest getting a group of your friends together and going to Vegas. If not, rent a party bus and go from bar to bar.

Well I am not 21 yet but my best friend just turned 21 in July, they went to Las Vegas the weekend after she turned 21. They went to a ton of bars, a ton of clubs, and did some gambling.

it would be good if it's like a rock star theme even thou you won't actually invite a star. it's nice if you have a lounge bar where you can hang out and drinks. disco and a DJ would be nice. some spot lights for you.it would be just like party party.
