Is there a law against not using your blinker when you are making a turn?

Yes it is the law. It says so in the Uniform Vehicle Code. Now, whether or not any cop will actually pull you over for not using your blinker is a different story. Along with being the law, it is also common courtesy to inform the people behind you what you are planning to do.

Yes, all states do require you to either use your turn signals or a hand signal if the car turn signals don't work.
