I would think that other "culprits" should probably be considered in the investigation, such as any lotions or medication applied to the area after the actual surgery or even to prepare the area.

It is not possible to be allergic to laser hair removal, because an allergy only happens when something physically gets on or in your body. You can react badly, though.
