Is insubordination possible if the employee is not on the clock?

Definitely. The boss is still the boss, whether the employee is on the clock or not. Note that the boss shouldn't be bossing you around when you're on the clock, but insubordination while off the clock is a different matter.

If the employee is off the clock and not in the capacity of their job in any way, they cannot be considered insubordinate because they are not working in the role of an employee. If they are off the clock but still performing duties of their job, that would be different.

I believe that insubordination should not be tolerated under any circumstances. A disrespectful employee will not be conducive to the workforce and can undermine the supervisor's authority.

This will depend on the behavior and where it happened. Most companies have the policy that when you are off the clock you need to leave the companies property. So if you are staying around and disobeying the boss and they have this policy then yes you are being insubordinate and subject to punishment.

Insubordination is defined by the employer. Thus, it can include almost any activity, including anything done while away from work or not on the clock.
