In a High school football game the clock is stopped everytime there is a timeout, the ball goes out of bounds, there is an incomplete pass, between every quarter, when there is 2 minutes left in the 2and 4th quarter, when there is an injury, and when either team scores. After any of these the clock should then start again.

Clock stops on timeouts, scores, incomplete passes, penalties, if play ends near a first down and measurement is needed, and starts with the start of a play or referee signal.
