In baseball, does the tie go to the runner?

The saying that "the tie goes to the runner" has become a baseball cliche, because Rule 6. 05 says that a batter is out if 'he or first base is tagged before he touches first base. ' However, there is no mention of ties or simultaneous occurrences. So the answer is no.

Yes, it does. If the ball and the runner reach a base at the exact same time, then the runner is safe.
