Your a/c might not be sized correctly or your house may not be well insulated. If hot air is getting in it doesn't matter how good your a/c is.

It could be low on charge, undersized, or the furnace filter could be completely plugged with dirt. These are generally the problems you experience if it ever worked in the past.

The insulation if your house may be bad. It may have gotten wet or have been removed. If this is the case then you will have to get new ones.
