A camera is set on a tripod and photos are taken at regular time intervals and played back consecutively in real time.

By keeping the shutter open for longer than usual, unless you're talking about a timer. Time-elapsed keeps the shutter open for half a second, 1 or more.

By using a timer the camera will take a shot every minute, or every hour giving a series of stills that when played create the time delayed effect.

The photographer does not delay the time, he is just adjusting the angle and coverage of person who stand there
