Officers may put in a request to resign their commission after they have completed their enlistment contract and as long as they have no financial obligations such as student loans to repay. The request must be properly submitted and processed through the chain of command. It will be reviewed and approved by the Secretary of Defense.

There is a blog called ArmyAdvice that has a resignation letter template that goes to the superior. The process is not easy and takes about six months to complete.

The officer must first meet their current service obligation. Once met then they can resign under AR-600-8-24. They cannot resign if they are under any pending investigations or legal matters.
