A highlighter is made from a vibrant ink that when applied to the paper doesn't darken the fibers of the paper. The ink lays on top of the fibers illuminating the text or whatever underneath.

It is the same as any other form of marker. The main difference between a highlighter an a normal marker is the ink. Marker use a pigment dissolved in a liquid. However a highlighter use a much more diluted ink. This makes it very translucent. This means it can be used over darker inks without covering over them.

A Highlighter marker contains a large ink well and a fat felt tip for marking words. Highlighters are popular with students because the marker allows them to gloss over words in a textbook without blacking them out. Common colors for Highlighters are light green, pink, and baby blue.

The highlitgter ink absorbs colours other than its colour, and transforms the energy into the colour that it reflects. That's why it reflects the light of its colour more than paper does. It's not yet explained entirely. We can even see how the highlighter is brighter than paper.
