A 4-4 defense uses 4 down lineman and 3 linebackers plus either a big hitting safety playing linebacker who can also cover or an athletic linebacker who can also play safety. The defense is designed to stop the run with an extra attacker, but in a passing situation, the combo linebacker/safety drops into coverage.

A 4-4 defense is rarely used unless it is an obvious rushing down. Basically, you have four defensive linemen, four linebackers, two cornerbacks and a single safety. More players are near the line of scrimmage, which helps to stuff running plays. However, the lack of a safety creates a vulnerability to the pass.
