I would suggest listening to some music that kind of expresses how you feel to get in the right mood and inspire you. Think of what you would like someone else to say to you. There is no wrong way of going about it, expressing yourself, even simply, is always appreciated and touching.

Say things about the person that you love ( looks, personality, etc ) Pique their curiosity about you. Give subtle hints about who you are but not enough to guess.

Since it is a secret love note, where you won't sign your name, and the person receiving it will not know your identity, you should have no trouble expressing your feelings like you would if you had to tell this person face-to-face. Make it romantic and completely honest, handwrite this note and write it on nice stationary.

Write a first draft where you just write everything that comes to your mind about the person. Look it over and only take the parts that sound good.
