How do you write a business offer letter?

You write the letter in a formal style explaining simply the offer and the main benefit it. Sticking to one message rather than lots of different ones is key. Then explain what they need to do to take up the offer and say that you'll call to follow up.

You should include the whole information you must provide about your offer - prices, content, terms of use, special features (if any), bonuses (also if any). And, of course, you should add you personal contact information - address, e-mail, website, phone number, etc.
