The best book from my own personal experience is Business Letter Handbook. This book will walk you through all the formatting as well as techniques that you can employ to become a better business letter writer. You can purchase this from most book stores or online outlets such as Amazon.

Diana Hacker's texts are a good place to start. They are well written (obviously) and designed to be used as a reference book, making it easy to answer specific questions.
