I assume by "Cine" you mean movie film, correct? The easiest (and likely cheapest) way to do this is to use a film recording service through a photo store.

You will need a DVD burner on your computer. If you want to make copies of purchased DVDs, you will need to download a DVD program to your computer first.

There are special machines that convert film to another output. you will need one of these, a DVD recorder and any device needed to connect the two.

The only high quality way to do this is to go to a local shop that specializes in film making/recording products and see if they will convert it for you.
