You could put out nectar feeders to attract hummingbirds. They love flies and are very cute. Also look under the leaves and see if any eggs have been laid, then just wipe them away. Could also try spraying pyrethrine just on the leaves. Be sure to spray along the base in case any eggs have been laid there.

Roses are very sensitive flowers which require a lot of work and maintenance. I recommend you sprinkle seven dust around the plants but not on it. If that does not work I would go to my local plant nursery and get special formulated spray for roses that keeps flying insects away.

Use an insecticide or two drops of dish liquid to 1/2 gallon of water. Spray the roses and the ground to get eggs that haven't hatched.

I pesume you are talking of the small black flys or aphids, that can be a problem on roses. Although there are many appropriate chemical sprays on the market, I prefer my fathers method which is simply to spray with soapy water.
