How do you replace a Ford Ranger timing belt?

Basically, you strip down the engine until you can remove the timing cover. Then you remove the timing cover, mark or note the timing, loosen the tensioner, remove the belt, install the new belt, tighten teh tensioner, and reassemble. I recommend buying a service manual, it will cover the finer points of the procedure in great detail.

The best thing to do when you put the timing belt on is to loosen the tortioner bolt and slide the belt off. You can then install the new belt and tighten the tortioner.

This is a fairly difficult repair, if you consider yourself a novice i would recommend either consulting your car manual, or seeking the help of a licensed mechanic to-be safe.
