Cats don't like to pee in open spaces; they prefer their cat box or another sandy area. The reason they do pee on something like a rug is when their cat box isn't as clean as they like it. Try cleaning out the cat box more often than before, or changing to a scoop-able formula.

You should make sure that your rug no longer smells like cat pee. To do this you will need to clean your throw rug. A good mixture is vinegar and water in a spray bottle. You can follow it up with baking soda then vacuum it up.

Make sure the cat does not have a urinary tract infection. Make sure the litter box is clean and easy to get to with a type of litter the cat likes. Clean the cat urine very well from rug and place citrus smelling airfreshner close by. Getting a cat fixed sometime helps this problem also

Wash the rug with chlorine or detergent that smells like citrus.You can also keep his food on the carpet for some time. Cats don't pee on their food.
