Anything that has a flat surface might work. Take a look at how they're put together and see if it's more expensive to find the parts yourself. The hardest part is mounting it correctly and safely. Install a lightning rod at the same time. It may be cheaper to have it done, than a trip to the Emergency Room.

It would be best cut from sheet metal or any kind of scrap that you can find, merely create a stabilised streamlined arrow which will point windward when blown.

You have to be very creative. Get a pole and stick it in the ground. design something and put it on the top. Lastly, you need to put "W", "E", "N", and "S" on it.

Put the pivot towards one end, ensure it can swivel easily, and make sure something at the other end will be more affected by the breeze than the other end.
