Measure the window seat, measure and cut the dimensions from chosen material , sew three sides, turn seams to inside. Stuff the case with batting to desired fullness, then fold edges of unsewn material to the inside of case, crease flat and sew together on the outside.

You should cut the foam at an angle to curve around the window. The same would go with the material. Lay everything out first.
